2020 Association Roads Preventative Maintenance - Parking Affected

In our efforts to keep your dues low, we perform preventive maintenance on our Association roads to extend the useful life of the pavement with the additional benefit of enhancing our properties’ appearance by making the pavement look like new.  Preventive maintenance includes sealing open cracks, applying a seal coat and repainting traffic and parking markings. The schedule for doing this is based on a reserve study and the condition of the road.

This year’s schedule includes Townhome Sections 1, 2, 4 (Winterfield Court only), 5, 7, 8, 14, and Battery Ridge as well as the Community Center. 

The preventive maintenance will be performed in two phases.  In the first phase open cracks are filled; in the second phase seal coat is applied and traffic markings are repainted.  While we have worked hard with the contractor to minimize time, both phases will impact parking while work is being done.

The first phase schedule is as follows:

Monday, August 17th: Section 1 and Section 4 (Winterfield Court only)

Section 1 roads include Croatan Court, Croatan Drive, Woodspring Court, and the portion of Winterfield Drive that is within Section 1. Section 4 will only impact Winterfield Court.

Tuesday, August 18th: Sections 2, 5, and 7

Section 2 roads include Belcher Farm Court, some parking spaces on Belcher Farm Drive, a part of Flower Hill Drive, Pond Field Drive and Willow Creek Drive. Section 5 is made up of some parking spaces on Belcher Farm Drive, parts of Flower Hill Drive and a part of Stream Pond Drive. Section 7 roads include Sully Lake Court, Sully Lake Drive and Creek Valley Court.

Wednesday, August 19th: Sections 8 and 14

Section 8 roads include Truitt Farm Court, Truitt Farm Drive and Shetler Way. Section 14 roads include Grobie Pond Lane, Watermark Circle, and most of Summerlake Way.

Thursday, August 20th: Battery Ridge and the Community Center

Battery Ridge roads include Battery Ridge Court and Battery Ridge Lane. The Community Center is the Community Center parking lot and driveway.

This first phase will require vehicles to be moved before 7:00 a.m. on the day your Section is scheduled. Vehicles not moved before 7:00 a.m. on the scheduled day will be subject to towing at the vehicle owner’s expense.  The Association’s towing company will be on-site and ready to remove vehicles that have not been moved by 7:00 a.m. You will be able to use your Section streets and parking areas after 5:00 p.m. on the scheduled day.

In addition to this correspondence, each Section will receive a more detailed email with a map(s) of impacted areas and recommended relocation areas since vehicles cannot be parked in the Section during the first phase operations.

The second phase has not currently been scheduled but will likely begin at the end of August. The second phase schedule and plans will be sent out as soon as the schedule is firm.

The Sully Station II Community Association 2020 Annual Meeting will be held on Thursday, September 24, 2020 at 7:00 PM at the Sully Station II Community Center, 5501 Sully Park Drive, Centreville, VA 20120. If the current pandemic situation has not improved by that date, the meeting will be held virtually, and notice will be sent to Members on how to join the virtual meeting.

SSIICA 2020 Pool Hours and Reservation Links

The operating hours will be:

June 24, 2020 – September 7, 2020: Monday-Sunday from 12:00 p.m. to 8:00 p.m.

If you intend to use the pool it is very important that you read the Phase Two Pool Reopening Plan to familiarize yourself with the requirements and restrictions of Pool use in Phase Two. Reservations and activated pool passes are required for pool use and reservation schedules will be shared weekly.

At the July 14, 2020 SSIICA Board of Trustees Special Meeting the Board approved that the restrictions on number of pool visits per week and per day  be removed, and that other conditions and regulations in the SSIICA Phase Two Pool Reopening Plan remain in effect.

At the July 23, 2020 SSIICA Board of Trustees Meeting the Board approved the following three changes to the SSIICA Phase Two Pool Reopening Plan:

  • The requirement to wear face coverings when seated or when going to and from the pool itself has been removed. Face coverings must be worn by patrons at all other times to include approaching the pool entrance.
  • The three-person limit per swimming lane is waived for members of the same family.
  • SSIICA will provide five picnic tables with umbrellas and two stand alone umbrellas on the pool deck. The tables and umbrellas are placed to allow for at least 10 feet of physical distancing. The tables and umbrellas are available on a first come first serve basis. No other furniture will be provided, and you may still bring your own furniture. The two stand alone umbrellas will be placed on the right side (shallow end) of the pool deck. To facilitate 10 feet of physical distance between patrons using the umbrellas and those walking by, foot traffic will be directed to the pool deck behind the umbrellas to pass through this area.

Policy Resolution No. 16, 2018 Architectural Design Guidelines and Standards, Revision to Exhibit 1

At the April 23, 2020 Sully Station II Community Association (SSIICA) Board of Trustees meeting, the Board approved to revise Exhibit 1 to Policy Resolution No. 16, 2018 Architectural Design Guidelines and Standards, to include an  accelerated timeline to enforce lawn maintenance and trash violations and two previous Board-approved motions regarding windows and doors.

The accelerated timeline change to enforce lawn maintenance and trash violations is as follows:

For lawns that are not mowed to maintain the height of grass below 6” and for Trash Containers that are not properly stored, the following enforcement timeline shall be used:

1. An initial written notification of non-compliance shall be sent to the Owner via First Class mail and shall require that the violation be rectified within 10 days from the date of the notice.
2. If the violation is not rectified within 10 days from the date of the initial written notice, Management shall call the Owner to a formal hearing before the Board of Trustees (BOT) via First Class mail and certified mail pursuant to the notification requirements set forth by the Virginia Property Owners Association Act.
3. As a result of this hearing, the BOT may vote to take appropriate actions which include:
A. Suspending the right of the Owner in question to use the Association’s recreational facilities;
B. Levying a charge in accordance with the provisions of the Governing Documents, including the Book of Regulations, and/or the Virginia Property Owners’ Association Act;
C. Referring the matter to legal counsel for appropriate action to secure compliance with the Association’s Legal Instruments;
D. As applicable and in accordance with Article VI, Section 2(b) of the Declaration, having the Association enter the property of the Owner in violation, correct the condition(s) which constitute        the violation and impose a Restoration Assessment upon the lot for the full costs incurred by the Association in correcting the violation.

Should the Owner receive an initial written notice of non-compliance for the same violation on two occasions within a twelve (12) month period, the third initial notice of non-compliance (and any subsequent initial notices for the same violation) shall call the Owner directly to a hearing before the BOT.

The changes to the restrictions for windows and doors are as follows:

  1. Under WINDOWS, the following restriction is  added: Grids, or mullions, are required in all windows. Exceptions may be granted by the ARB for decorative or casement windows or front door transoms and sidelights.
  2. Under DOORS, the following restriction is added:  Exterior doors (other than front doors, storm doors and garage doors) that are largely glass, will all have grids, with the exception of sliding glass doors.

All Owners should be familiar with the Design Guidelines, and Owners are responsible for ensuring any tenants are also aware of and abide by the Policy. Please direct questions to Management at Office@sully2.com.

Community Center and Management Office Closure

As a response to the rapidly evolving information regarding the COVID-19 (Coronavirus), Sully Station II Community Association (SSIICA) is placing high priority on the safety and health of our residents and staff.

In an effort to mitigate the spread of the virus and to practice the CDC’s advice of “social distancing,” effective Monday, March 16, 2020 the Community Center and Management Office will be closed until further notice. The March 26, 2020 Board of Trustees meeting has also been cancelled. Management will still be available via email and phone during this period of closure. Most phone calls will be routed through the FirstService Customer Care Center which will be able to answer most questions. If questions cannot be answered by Customer Care the calls will be forwarded to a Member of our Management team and we will follow up with you as soon as possible. Important contact information can be found below.

All SSIICA forms and documents are available online at sully2.com. Email is preferred for the submittal of forms or documents to Management during this closure, however, there is a locked drop box located at the Community Center entrance that you may utilize as well. If you need to exchange a parking hang tag during this time, please email Management to coordinate a meeting. Pool Pass Applications will be accepted, but not processed during the closure.

Finally, we encourage you to avoid rumor, speculation and false information by researching information using credible sources, like the CDC web site at https://www.cdc.gov and the WHO website at www.who.int. Management will notify the community with office closure updates as we have them.

Policy Resolution No. 11, Use of Common Areas: Swimming Pool Rules, Revision

At the February 27, 2020 Sully Station II Community Association (SSIICA) Board of Trustees meeting, the Board approved changes to Policy Resolution No. 11, Use of Common Areas: Swimming Pool Rules. Policy Resolution No. 11 was revised to provide a clear and easy to read layout of the policy as well as more details on the following:
• Types of Pool Passes
• Who is eligible to obtain passes, the process in doing so and fees/documentation required to obtain a pass
• Disciplinary actions that may be taken for violations of the policy
• Language pertaining to alcoholic beverages, illegal substances and grill use

All Owners are responsible for reading and complying with the complete policy. Owners are also responsible for ensuring any tenants and guests are also aware of and abide by the Policy.

Management will send out a separate email with a copy of the Pool Pass Application and instructions on how to obtain a pool pass as we get closer to pool season.
